The research challenges the damaging approach of inserting large-scale hydrological infrastructure into river ecosystems, emphasising the irreversible impact of human actions. Located within the Douro Basin, the project uncovers economic and political suppression in Vila Nova de Foz Côa, as well as disruptions caused by human activity and cross-border water disputes between Portugal and Spain. The proposed site was originally designated for a dam but was abandoned due to the discovery of petroglyphs along the Côa Valley.

The project envisions the establishment of the River Foundation as a revitalising force, supporting research, providing facilities, and serving as the European Commission Water department headquarters. The architecture utilises local materials, such as schist and concrete, drawing inspiration from traditional Portuguese schist villages.

The site harnesses energy from the river through micro-renewable water infrastructure and contributes to global conservation efforts while preserving the area's historical significance. The River Foundation restores hope and devolves control to the people, highlighting the broader implications of climate change and water use.

The Côa Valley Historical-Cultural Eco Park

The project embodies a broader vision for the Côa Valley, establishing a park to conserve the ecology and biodiversity of the Douro basin, showcasing its true, undisturbed state.

The Transformed Landscape

Revitalising the landscape by exploring the tectonics of schist and concrete which are excavated from site, processed in a nearby quarry, and reused for new construction. The rock and the river are established as the protagonists of the project.

Water Infrastructure

The work rethinks the current large-scale hydrological infrastructure inserted into the river course and speculates a micro-renewable approach to harvesting hydropower that responds sensitively to the landscape.

Healing the Scarred Landscape

The site embodies traces of political conflict and environmental exploitation in the Douro. The project envisions the restoration of the landscape and habitat through the River Foundation and celebrates the distinctive topography of the site.

Human Intervention, Water Movement and Time

The work explores time as a hidden dimension and highlights the irreversibility of human actions in the landscape and their effects on the water system.
