Located on Tiber Island in central Rome, the Instituto Nazionale Di Statistica is a flooding regulation centre and meteorological data gallery, collecting weather data and regulating flooding on the bank of the river.
The centre provides public access to the gallery and invites visitors to experience the weather of Rome through performative spaces that project the surrounding weather into the building.
Each room integrates the different weather qualities of wind, rain, flooding and sunlight, and the connection to their surrounding context. Inspired by Venetian stairs, the primary circulation of the building comprises two central staircases.
Through the use of interlocking stairs that both separate and integrate the public and private programmes, the need for public-facing outreach and education with sensitive confidential research programmes is balanced.
